Press Conference
Zoran Zaev, President of SDSM
Skopje, 15.02.2015

Dear Citizens,

We are obliged to reveal the Truth about Macedonia. We have promised to do that and we continue.

We have disclosed a major political scandal concerning the wiretapping by the two cousins, Gruevski and Mijalkov. They have wiretapped SDSM members, their closest associates, their coalition partners, other opposition parties from the Macedonian and Albanian political sides. They have wiretapped citizens, more than 20,000 people.

What you are about to hear today goes beyond a scandal.

Gruevski, Mijalkov and their associates, did more than just wiretapping.

Wiretapped conversations will confirm what citizens and the public already know and have felt on their own.

You will be personally convinced in the direct link between the government and the judiciary.

You will hear how Gruevski and Mijalkov, with a handful of associates, including officials from their coalition partner DUI:

- have arranged judicial and prosecution decisions

- have rigged appointment and dismissal of judges

- have arranged appointment of court presidents

- have arranged promotions for judges that obey the government.

Today, you will hear about the control established by the people in power, led by Gruevski and Mijalkov, over the judiciary and the prosecution in the Republic of Macedonia.

You will hear how the Minister of Justice from VMRO-DPMNE and the Minister of Internal Affairs Jankulovska are arranging court decisions.

How the Director of the Administration for Security and Counter Intelligence, Saso Mijalkov, has ordered the appointment of President of the Supreme Court with Musa Dzaferi from DUI and what he offered in return.

You will hear arrangements and orders for court decisions implicating Stavrevski, Jankulovska, Veljanovski, Gruevski, the President of the Supreme Court and Marko Zvrlevski, the current Public Prosecutor.

You will hear about connections of and rulings ordered by Dragan Pavlovik Latas himself.

Once you hear all these, it will become crystal clear that in Macedonia even minimum justice does not exist.

The first recording that will be played is a conversation between the Minister of Internal Affairs, Gordana Jankulovska, and the then current Minister of Justice, Mihajlo Manevski, when they arrange a court decision in favor of the brother of a Judicial Council member. In return, she would serve their interests in the appointment and dismissal of judges. They speak of “having handled the matter in first instance court and Appeals Court”, namely by interventions from both of them. They are arranging the employment of her daughter, as she (Judicial Council member) is their “wild card for the appointment and dismissal” of judges. In their conversation, they confirm the involvement of Nikola Gruevski in such arrangements, while on the other side, the Speaker of Parliament, Trajko Veljanovski, and his godfather and then current President of the Supreme Court, Jovo Vangelovski, ensured “early review” and cancellation of court rulings.

The next recording you are about to hear is a direct order made by the Director of ASCI, Saso Mijalkov, with the then current Vice Prime Minister responsible for the Framework Agreement, Musa Dzaferi, and concerns the appointment of the top post at the Supreme Court. It is a matter of appointing the President of the Supreme Court. You will hear what Mijalkov has promised, which positions in the judiciary will be given to Ahmeti’s political party as counter favor and how the two political parties are bargaining with key positions in the judiciary.

Nothing is accidental in the judiciary, not even the promotion of Marko Zvrlevski to the office Public Prosecutor. It is not by accident that Zvrlevski is silent for 7 days from the publication of the scandal whereby more than 20,000 citizens have been wiretapped by Gruevski and Mijalkov. After you hear the next recording of a conversation between Jankulovska and the Minster of Finance Stavreski, you will have no doubt that Marko Zvrlevski’s obedience when acting as Public Prosecutor for Organized Crime has taken him a step higher in the judiciary ranks. He personally, upon orders from the Minister of Internal Affairs, Gordana Jankulovska, has taken the public prosecution decision to reject criminal charges motioned against the Minister of Finance, Zoran Stavreski.

Dear citizens, it is the Minister of Internal Affairs, Gordana Jankulovska, who selects judges that will be promoted. For that purpose, based on the conversation you are about to hear, she collects information from the Mayor of Prilep, Marjan Risteski, who comes from the ranks of VMRO-DPMNE, to verify whether a particular judge is “theirs”. It is in regards to judge Nikola Krstevski, who has obviously passed the party’s vetting system, and is now promoted to the position judge in the Appeals Court in Bitola.

There are numerous examples of direct intrusions made by the executive branch of government led by Gruevski and Mijalkov and a handful of their associates. At this press conference, we will play another conversation wiretapped by Gruevski and Mijalkov. From the conversation you will learn how Dragan Pavlovik Latas is the only person able to win all his court cases. The obedient follower of Nikola Gruevski has directly called the spouse of the then current Minister of Justice, Mihajlo Manevski, and judge in the Appeals Court, Filimena Manevska, to intervene in the Appeals Court to make rulings in his favor, and Manevska agrees to help.

What you have just heard is astonishingly awful.

It undoubtedly reveals why the prisons in Macedonia are abundantly full of political prisoners, how they have staged court processes against different-minded people, how they have arranged court processes against journalists who are not collaborators to the government and against anybody who is not collaborating with the government.

Dear citizens,

By doing so, they have violated Articles 17, 18 and 25 of the Constitution of the Republic of Macedonia which stipulate freedom and secrecy of communications, guarantees for privacy, dignity and respect of citizens.

They have also violated Articles 8, 98 and 106 of the Constitution of the Republic of Macedonia which stipulate the rule of law, the power-sharing principle, separation of the legislative, executive and judicial branches of government, independence and autonomy of the judiciary and of the public prosecution.

It is clear who pursues violence and who has destroyed the constitutional order in the Republic of Macedonia.

It is clear that there is no respect for the law or rule of law.

We will put an end to such governance!

We continue.
